It is indicated that voting age may not always mean eligibility to vote, because there might be occasions when people may not be United Kingdom citizens, or be Commonwealth citizens or citizens of the Republic of Ireland, and would thereby be ineligible to vote. The two important points are, first, that that 91 per cent figure is reasonable and compares well with other countries and, secondly, there are still within it groups where the registration rate is not, by any stretch of the imagination, satisfactory; and I believe that there is an obligation to address these issues.
