The noble and learned Lord must have been privy to some of these negotiations. Why was it in those negotiations that the Liberal Democrats did not demand from the Conservatives that the question in the referendum went wider than one system? Why did they not ask for a multiquestion to be placed on the referendum ballot paper? The book from Selsdon suggests that Gordon Brown offered it to the Liberal Democrats, so surely there was a basis on which they could have asked the same from the Conservative element in the coalition.
