No, I am going to make some progress. Commissioners will not manage police forces, and they will not be permitted to interfere in the day-to-day work of police officers. The Bill sets out for chief constables and for police and crime commissioners clearly defined roles that, in the words of the director of the Institute for Public Policy Research, are"““actually a pretty good definition of operational independence””." I should also like to point out for the benefit of Opposition Front Benchers that we have included provisions to prevent police and crime commissioners appointing political advisers from public funds. All appointments will need to be made on merit, and all posts must be politically neutral.
