Parliamentary Voting System and Constituencies Bill

It is not a matter of asking yes or no; it is a matter of asking what the substance is behind yes or no, which is either first past the post or the alternative vote system. That is the difficulty. If you are presenting content in the question that is being put, options are clearly the way of presenting that to the public. In other referendums, the question has been put more simply as do you want something or do you not want something. It is not a matter of wanting or the other. That is what we are presenting to the people at this time.
