Perhaps it would help the House if the noble and learned Lord was able to explain why this was the only alternative to the first past the post system that his Government twice put before Parliament and the nation. The first time was in the Constitutional Reform and Governance Bill, this was very specifically the only alternative that was going to be put before Parliament and the people, as he well knows. The next was at the general election. It would help the House to have his explanation.
