Parliamentary Voting System and Constituencies Bill

My noble friend is absolutely right. The noble Lord, Lord Steel of Aikwood, who was one of the architects of the system, has said that, if he had his time again, he would not support the system. I think that a lot of people who were involved would feel the same. So we have those three systems. We should recognise that, if the coalition policy gets pushed through this House, we will have elections for the second Chamber—with another system of elections and another structure—as well as a change for the Commons. That is why I argue the case against having this referendum—indeed, against any changes for first past the post. I was sorry to hear that the noble Lord, Lord Lamont, did not agree with what he wrote 40 years ago because I am sure that it was right then and I am sure that it is right now.
