Daylight Saving Bill

One thing that I am certainly not trying to do, Mr Deputy Speaker, is talk the Bill out. That is not a parliamentary tactic of which I approve. However, some may think my speech long-winded, and I apologise for that. At your instigation, Mr Deputy Speaker, I shall try to proceed a wee bit more quickly. Safety is an important aspect of this issue, but data relating to the saving of lives are often based on projection. As was pointed out by my hon. Friend the Member for Banff and Buchan (Dr Whiteford), changes were made in the 1960s. We know that the most dangerous hours of the day are 8 am and 3 pm. The Bill would send 8 am further back into the darkness, although 3 pm would probably not be affected, as it is always light at that time.
