On the question of Governments using devices to avoid the will of the House, does my hon. Friend agree that it is vitally important that the House approves amendment 36, which has been proposed by the Select Committee? It is designed to make sure that the Government cannot use their prerogative as a device to prorogue the House to avoid complying with its will.
