In a moment; let me first address the question I have just been asked. Earlier in the debate, we had a conversation about motions that were not specifically in these terms, and several Members on the Government Benches referred to certain votes. My hon. Friend the Member for Stone (Mr Cash) referred to some votes on Europe and my hon. Friend the Member for Aldridge-Brownhills (Mr Shepherd) talked about a vote on VAT on fuel. How the Government behaved after the debates on those motions was determined by Ministers, not the House.
