I am grateful, Mr Hoyle. I will address myself to you more directly. The point I am trying to make is that clause 2 deals with motions of no confidence and early elections and these have been a sustained part of what we have put up with. I am not sure whether you are going to allow a clause 2 stand part debate later. I note that you are saying no, but I hope it will be possible to allow a degree of latitude so that we can consider all the elements of the clause. The hon. Member for Aldridge-Brownhills (Mr Shepherd) observed that Governments had fallen by virtue of their Budgets' being opposed. One of my arguments is that the whole concept of a no confidence motion is excluded from the Bill. It is not clear what counts as a no confidence motion; nor is it clear, in the part of the Bill that we are currently considering, what counts as a motion calling for an early general election.
