The hon. Gentleman will be familiar with the workings of this place, whereby a Prime Minister could simply use his Whips to whip his party and secure a simple majority. How is that circle to be squared? We could say that in one sense Parliament has the power, but in another sense it does not if the Prime Minister can use his Whips to dragoon his parliamentary party into having an election.
