Let me explain further. The Select Committee rushed through its pre-legislative scrutiny process, because of the timetable for the publication of the Bill, Second Reading and Committee. Inevitably, the Select Committee had to take evidence and consider matters quickly and briefly. It is important that the issues considered by the Select Committee are put before the House. I have every confidence that the Minister will assure the House in due course that he and his colleagues have considered all the points made in the pre-legislative scrutiny report by the Select Committee.
