The Minister is being extremely disingenuous. He said that the Prime Minister can keep going until 2015 if he wants to, but that is not the case—he does not have a majority. In fact, the words of Robert Blackburn to the Select Committee are right:"““The Liberal Democrats want to be sure that the Conservative leadership would not cut and run in the same way that a minority Administration with an informal pact with the Liberal Democrats in Parliament might—as in 1974””." The other side of the coin is that the Conservatives want some guarantee that the Liberal Democrats will not change their minds. The Prime Minister needs this Bill to keep the coalition in power until 2015.
