Is not the point, in relation to five-year or four-year fixed-term Parliaments, the one that was made by the professor of constitutional law at King's college London, Robert Blackburn who, in his evidence to the Select Committee, said of the genesis of the Bill that"““it is, I think, fairly clear that it is driven by the political self-interest of the coalition Government. They want to fix the lifetime of this Government—not the Parliament, but the Government””?"
