What a trivial point, but I thought I had said the 19th century. I stand corrected if I did not, and I am sorry if I misinformed the Committee. [Interruption.] No, I do not think I was quoting at that point. [Interruption.] I said the 19th century, I think. I am well aware of that fact; it was part of my own training. The central issue, however, is the legitimacy of Governments and the determination of what is the right period for enabling the people to have a view, and control, over the Crown as represented by the Government in this place.
