I thank the hon. Gentleman for his point, but I was about to explain some of the complexities involved. That was, of course, the first election after a new system was introduced, with the single transferrable vote being used in local elections in Scotland. Fortunately, we in Wales had already learned lessons and decoupled our local authority and Assembly elections by a year.
