The key point for the hon. Gentleman to consider is that the Bill would not introduce any order-making power that affected the agriculture industry. It would create a duty on the Secretary of State to have a balanced strategy that took on the points made by the National Farmers Union and Friends of the Earth, and it would allow the Secretary of State to calibrate a balanced policy for which she will be accountable to this House.
