My Lords, may I return to the report of the Joint Committee on Human Rights? It says, in relation to Clauses 4, 5 and 6: "““The practical use of these offences could engage the right to private life and we call on the Government to provide Parliament with a more detailed justification of why these offences are necessary and an explanation of what conduct is criminalised by these offences that is not already caught by existing legislation””."
I hope that the Minister will respond to that point as well.
