My Lords, the amendment does not contain all that accompanying detail. It is not easy, therefore, to interpret what the noble Lord actually thinks should be transferred. If he wants to make that clearer, perhaps that might help, but, as things stand, these amendments have not been thought through. That is a pity because there is the germ of a good idea here.
