The hon. Gentleman is not listening to me. I did not say that that was the sole determining factor at all, and he should listen a little more carefully. I know that this is one of my first appearances at the Dispatch Box, but if he listened more carefully he might learn a thing or two. Labour Members very much support the benefits of unitary status for local authorities.
