My Lords, I shall certainly do so. I am grateful for the Minister’s explanation of the term ““indirect””. On his point that I dealt with the term ““partly”” and thus added complexity, I think I would say, ““So?””. If my amendments do not achieve their objective, that is another point. I remain concerned about the licensing relying on Treasury policy rather than flowing from the provisions of the statute. The Minister recognises that that is a serious point and I think he will also recognise that there is a line between relying on current policy, which may be changed dramatically or morph into something else, and having the reassurances that a provision in legislation would provide. I wonder whether I can talk to him on Report about this point, not about the rest of the group of amendments, to see whether something might be achieved that we both want to achieve.
