My Lords, I had not thought of the point about danger to the designated person and his family. Actually, I can see that that could be a serious concern. I am still not persuaded that Amendments 12 and 13 would inhibit the Treasury acting as the Minister described. I am sure that this is not his intention, but his response seems almost to amount to a fear that the Treasury cannot be trusted to make a sensible decision. However, although I am not persuaded, I will not pursue the matter further so I beg leave to withdraw Amendment 12. Amendment 12 withdrawn. Amendment 13 not moved. Clause 3, as amended, agreed.
