7: Clause 2, page 2, line 7, at end insert— ““( ) In making a designation under subsection (1), the Treasury shall have regard to the United Kingdom’s international obligations in respect of— (a) the prevention of terrorism; and (b) the humanitarian needs of the person affected by designation.””
