As before, the hon. Gentleman has got it exactly right. Elsewhere in Parliament, Members are debating the strategic defence and security review. Part of that review involves how we will fund the type of operations that are currently being carried out in the seas off the horn of Africa. It is precisely because fisheries in those seas and agricultural systems in the region have been degraded, as well as the fact that the governance that supports a civilised society has been allowed to collapse in that region, that we now have to spend millions of pounds every year as part of an international campaign to counter that issue of piracy.
