The right hon. Gentleman makes quite a devastating critique of the process, but may I push him in a slightly different direction to another part of the review, namely St Athan? The process of developing the contract has gone on for a long time—I would argue that it has gone on too long—and we need to resolve the issue. Otherwise, the increased costs of delay will bear heavily on the budget. In the end, we must ensure that we provide the very best technical training in a modern world to our armed forces. We will do that either in 14 different places in England, or in one place in Wales. Does that not require a slightly different process than the one that has been adopted?
