Friend confirm that the measures proposed by the former Chancellor of the Exchequer in the Budget in March would have reduced the incomes of the top 10% of earners by 7% and those of the bottom 10% of earners by 0%, compared with the Budget proposed by the current Chancellor that reduces the income of the top 10% by 0.7% but the bottom 10% by 2.6%?
