5: Clause 2, page 2, line 31, at end insert— "(3) This Act shall come into force on such day as the Secretary of State may, by order made by statutory instrument, appoint. (4) A statutory instrument containing an order made under subsection (3) may not be made unless a draft of the instrument has been laid before, and approved by, a resolution of each House of Parliament."
