One of the troubles with new Section 3A(2), to be inserted by Clause 5, is that it states: ""In considering that objective the Authority must have regard to"," three broad categories. However, it does not focus, as the amendment does, on what is important, which is the FSA’s understanding of the objective and how it will be achieved. That is why I support my noble friend’s amendment.
