That seems extraordinary—that the Bank of England being in one building somehow makes a difference in this day of electronic communication. Is the Minister seriously telling me that buildings are a relevant factor? The Government are not really committed to keeping up with good practice in delivering minutes. They are refusing to place this in the Bill, leaving it to the Treasury’s own discretion. They are also refusing to contemplate a timeframe which is perfectly achievable in the Bank of England. I shall think about this before any later stages of the Bill. For now, I beg leave to withdraw the amendment. Amendment 14 withdrawn. Amendment 15 Moved by
