The difference is that the Bank of England is one entity in one building. The council meetings comprise a membership which is more diverse than that. As I said, it would not be appropriate for a minute to be issued in the name of the council without consultation having taking place on it. The difference is simply that we think we need a slightly greater time than the noble Baroness has indicated that the Bank of England takes. A month seems reasonable.
