I repeat what I said earlier. We are debating amendments to my noble friend’s Bill in Committee. We are not debating the scheme that the Government set out in the Ministerial Statement of 25 February. There are various other ways in which the noble Lord can find out more about it, and use the procedures of the House to ask Oral Questions, Written Questions or initiate debates. I do not know whether I am right procedurally but my view is that this is not a suitable vehicle to ask questions on matters that do not appear anywhere in the Bill.
