The noble Lord is tempting me. At Question Time he already gave me a good opportunity, for which I thank him. I shall be happy to drop a line to both noble Lords on a matter of fact. The noble Lord, Lord Taylor, asked who actually determines the rules. It is for the trustees to do that. The first cut of the rules is made by the Secretary of State on the advice of PADA, but going forward it is for the trustees to manage these and to consult on any proposed changes. The noble Lord asked specifically whether it was intended that this would be free of political interference. Absolutely, yes—that is the cardinal principle that we are dealing with. Sitting suspended for a Division in the House.
