I do not dissent from the specific point that the hon. Gentleman is making. However, would not an even better form of conducting our business be for Parliament to have an annual energy debate every year, just as we have annual defence debates and suchlike, so that we could review our whole energy policy? We should ensure that we do not just go from a five-year or a 10-year energy White Paper, or energy policy, without keeping it under review and make the changes on the way that the country would expect.
