The hon. Lady's new clause states that persons""with parental responsibility for a child within the meaning of…the Children Act 1989 can justify battery of the child on the ground that it constituted reasonable punishment.""
Is she saying nobody should be able to give any reasonable physical punishment to a child? What I want to understand is whether this is absolute or qualified.
