Crime and Security Bill (Ways and Means)

The excellent Minister is being most helpful, but I must be being extremely thick today. If this is a Ways and Means motion, there must be an estimate of the money, because if there is not, why are we here? I shall need to be told that figure before making up my mind as to whether we should have a Division.
