I fully appreciate that the Bill does not apply to local authorities and their land, but does the Minister not accept that it is bound to have a financial impact on local authorities, because the public always go to the local council when there is a parking problem? Even when that takes place on private land, they still go to the council, so this will still have an impact on local authority spending.
