It is a great pleasure to follow the hon. Member for Somerton and Frome (Mr. Heath). I entirely agree with what he said about the procedure. I think it is generally accepted that dealing with money motions is one of the things that Parliament does very badly. The question of how we spend money is not debated properly. I recall, Madam Deputy Speaker, that you were in the Chair when I was trying not to deviate from the terms of a Ways and Means motion when we were spending £40 billion in one and a half hours. I had no intention of speaking today, but I was interested to see what the business was. I have the utmost regard for the Minister, but we are discussing spending money, and she has not told us how much is to be spent. If she had told us that it was £50,000 or £5 million—
