We are still waiting with bated breath to hear what the Minister will have to say. I am baffled—we are all baffled—as to what the Government are trying to achieve, because we have not been given a proper explanation. Perhaps this constitutes a lesson: if the Government wish to table a motion of this sort, they should at least explain what they are doing.
