I fully appreciate the narrowness of the motion, Madam Deputy Speaker, but I trust that the House will appreciate the vastness of its implications. What we are trying to ascertain from the Minister are the precise details of a measure that will have a huge impact. Does my hon. Friend agree that, given the vastness of its consequences, one of the questions that the Minister must answer is "What are the Government trying to hide with the sparseness of their comments?"
