Thank you, Madam Deputy Speaker. I think that anyone watching this debate will wonder why it is that we cannot get to the nub of these questions. I understand the procedures of the House, Madam Deputy Speaker, but the problem is wholly due to the lack of a proper explanation by the Minister at the start of this debate.
