This is a well-meaning law that will, without question, benefit people. I want to see an end to these cowboy clampers charging exorbitant amounts to people who, in many cases, have not parked illegally. Does my hon. Friend agree, however, that the correct funding must be given to local government, rather than expecting it to come from their existing budgets? Otherwise, the pressures on local government would just be too much to bear.
