Just before the hon. Gentleman responded to the hon. Member for Luton, North (Kelvin Hopkins), he was referring to rating agencies. Is the artificial construct of the Bill more likely to create a crisis if the targets within it are not met? Would that further undermine the prospect of retaining the triple A rating?
