My hon. Friend hits on a very good point. Has he noticed the fatuity of clause 1? It states that the Treasury "must ensure" something, but clause 3 then states that it must""report on the progress which has been made towards complying""
with that duty. The Treasury either must ensure something or not. The Bill's drafting is lamentable.
