May I ask the Home Secretary to respond to a letter written by his colleague, Lord Bach, the Under-Secretary of State for Justice, on 5 July 2009? He said the following in relation to research carried out into the Scottish system by Professor James Fraser:""He did not uncover any evidence to suggest that this approach to retention has caused any detriment to the detection of serious crime in Scotland"."
