No, it is not exactly what the amendment says but I am pointing out its implications. What it says is: ""Nothing in this Act"—"
that is to say, the whole of the Act— ""shall have the effect of requiring a person (A) to provide a good or service"—"
so that could be service in a shop— ""to a person (B) when doing so has the effect of making A complicit with an action to which A has a genuine conscientious objection"."
So therefore it is a blanket exception in those areas.
