Before the noble Lord pursues this point, perhaps he will look at the definitions in Clause 6. He is right about Clause 6(1), which states: ""A person … who bribes a foreign public official … is guilty of an offence if P’s intention is to influence F in F’s capacity as a foreign public official"."
However, Clause 6(2) states: ""P must also intend to obtain or retain (a) business, or (b) an advantage in the conduct of business"."
Clause 6 is defined by business as opposed to any other consideration.
