My Lords, yet again I look forward to seeing the guidance, or rather the draft of what is to be in the guidance, that we are promised before Report. That might assist me in deciding what to do with these amendments and such matters on Report. I note, too, that we are looking for a further report from the Law Commission, which is likely to be produced some time in the summer, as that might also address these matters. Obviously, that will not make any difference to the Bill but I note what the noble Lord had to say on that subject. Therefore, at this stage I think that the best thing to do is to withdraw Amendment 9 and to say that I look forward to seeing whatever the Government produce between now and Report, and I shall then consider what to do.
