European Affairs

Proceeding contribution from Kelvin Hopkins (Labour) in the House of Commons on Thursday, 3 December 2009. It occurred during Debate on European Affairs.
I have suggested on many occasions that the European budget ought to be distributed according to need, with the rich countries paying proportionately and the poorer countries drawing proportionately, according to their standards of living. Paying directly to Governments would be necessary as part of that. It seems to me that we have an agreement on these matters.
