One hears the phrase about bringing Europe closer to its citizens across the whole European Union, yet on the occasions when it is brought closer to its citizens—namely, through referendums in France and Holland, in Sweden on the euro before that and perhaps in Britain in future—the citizens of Europe tend to take a negative, rather than a positive, view.
