I had no doubt that the hon. Gentleman had read it. May I ask him to wait a moment and calm down? The treaty makes it absolutely clear that Commissioners are there not to represent their countries but to act as a body of Commissioners, and I am sure that the Commission will produce legislation that will be helpful to the City of London. I welcomed the unanimous agreement that was reached on a set of measures yesterday. I shall say more about that regulation shortly.
